What MBE Certification Means for Your Project

Updated August 11, 2026 · 5 min read

Professional hardwood installation in a modern foyer by an MBE certified contractor

F&F Surface Group is a National MBE Certified contractor. For a homeowner that changes nothing about the work — the floor is the same floor. For a general contractor, a property manager or a facilities team working under supplier diversity requirements, it can be the difference between a bid being eligible and not.

What the certification is

Minority Business Enterprise certification verifies that a business is majority owned, operated and controlled by minority group members. It is granted after a formal review rather than self-declared, which is the point — an organisation with diversity spend targets needs verification it can rely on, not a claim on a website.

When it actually matters

Around the DMV, this comes up more than it does in most markets, because of how much of the regional construction economy is tied to public institutions, federal work and large corporate campuses.

  • Public and institutional projects with diversity participation requirements written into the solicitation.
  • Corporate supplier diversity programmes that track spend by certified category.
  • General contractors who need certified subcontractors to satisfy their own commitments on a bid.
  • Property managers reporting on diversity spend across a portfolio.

In each of those cases the certification is not a marketing line — it is a procurement requirement, and using an uncertified sub means the participation does not count.

What it does not mean

It says nothing about price and nothing about quality on its own. It is a statement about ownership, not about workmanship. Anyone selecting a flooring contractor should still be asking the same questions they would ask anybody: what subfloor preparation is included, what the moisture plan is, how long the schedule is, and whether the scope is written down.

We would rather be chosen because the scope and the schedule are right and the certification is a bonus, than the other way round.

Working with us on commercial projects

Commercial flooring runs on different constraints from residential. Downtime is the expensive part, so phasing the work around trading or operating hours is usually worth more than a small saving on material. Wear layer specification matters far more than in a house, because the traffic volume is not comparable. And the schedule has to be one you can plan around rather than an optimistic estimate.

We can provide certification documentation for a bid package alongside a written, itemised scope separating tear-out, subfloor preparation and new material. If you need those for a submission, ask and we will get them over.
